It's now a law that every neighborhood in New York must have a small, vaguely nostalgic cupcake-centric bakery. Few, however, make us as happy as Billy's in Chelsea, where we get perfect little treats like red velvet cupcakes and slices of smooth, conversation-stopping peanut butter chocolate pie.
